29 July 2025

Added the new version of Electoral Maps booklet (3.0). This version contains updated census data and administrative maps of Podgorica which depict the changes since 2018.

14 June 2025

Updated Dataset 3 for local elections held between 2020 and 2024.

Updated dates of elections file and file containing names of all parties, coalitions and group of citizens (1990-2024).

28 May 2025

Minor changes across datasets to correct for comma-delimited standard and to fix number columns formatting.

Updated codebooks and “how to cite” pages for current version of the dataset which is 3.0.

4 April 2025 – Dataset version 3.0

MNEE Dataset 1

  • changed percentage columns so they are numerical with two decimals and “.” instead of “,” as separator
  • formula added to calculate the seats_percentage automatically based on seats_won and seats_total
  • updated seats_percentage for 2023 elections
  • votes percentage for presidential elections formatted as number with two decimal places
  • votes_won, electorate, votes_cast, votes_valid formatted as number with 0 decimal places

MNEE Dataset 2

  • added municipality-level results for 2023 parliamentary elections (number of valid votes, votes cast and the size of the electorate were not published in final results, hence these field are at the moment empty).
  • added municipality-level results for 2023 presidential elections (the results are from State Electoral Commission’s media announcements of preliminary results, no final results per municipality were found).

28 July 2023

Smaller corrections were made in Dataset 2 regarding the 1992 Parliamentary Elections, results per municipality.

Codebook for Dataset 2 was updated accordingly.

9 July 2023

Updates and smaller corrections were made in Dataset 1, Codebook for Dataset 1, Dataset 2, List of all party/coalition names and abbreviations, and the document containing information on party splits and mergers.

Updates and smaller corrections were made in Dataset 1, Dataset 3, Dataset 4, and Electoral Maps Booklet.

For Datasets, it was mostly correcting some typing errors after I checked the whole project once again, but in some places it also involved correcting some data entries after consulting additional sources (for example, when I noted a mismatch in the table according to the data taken from statistical yearbooks, I searched for other types of official data sources that I can rely on to fix this).

For Electoral Maps Booklet, there was just a single correction for 1990 Electoral Map regarding the composition of a coalition representing minorities in Montenegro.

20 April 2022 – Dataset version 2.0

Major updates to the whole Database

Database now successfully hosted at a new URL address which is easy to find and will respond to search engine requests for “elections in Montenegro”, “elections in Montenegro database”, “political parties in Montenegro” and similar phrases and keywords.

Visual identity updated in a re-branding process: new logo and the new color palette now represent the Montenegrin Elections (MNEE) Database Project. The logo represents a ballot box which is colored in black and yellow and inside that box are the large letter “M” (beginning of “MNEE” phrase) and smaller letters “nee” which visually remind of the balls inserted in a ballot box. Inserting balls inside the ballot box was the very first kind of voting adopted in Montenegro.

The two main colors that represent the Database are dark yellow and black, while the default font combination is that of Quicksand and Garamond.

NEW – Dataset 4

Now part of the MNEE Database! Dataset 4 includes data on federal elections held during the time of the Federal Republic of Yugoslavia (1992-2002). Data is presented for the constituencies located on the territory of then-Republic of Montenegro. Codebook for this dataset is also available. Additional insight into the federal elections can be gained by consulting updated Electoral Maps Booklet which now contains also maps for federal elections.

NEW – Dataset 3

Now part of the MNEE Database! Dataset 3 includes data on local elections, both for the election of councilors and the presidents of municipalities. Dataset 3 files include three MS Excel files (for the election of councilors 1990-2006, for the election of councilors 2008-2020, and for the election of the presidents of municipalities 2004-2009) and a codebook.

NEW – Dates when local elections were held

New document that contains dates of all elections (parliamentary, presidential, local, and federal) held on the territory of Montenegro since 1990 is now available.

UPDATED – file names

To make the navigation through MNEE Database files easier, file names were changed and a single format is used.

Dataset 2

No major changes since the last update on 6 May 2021.

Dataset 1

For the sake of simplicity, data sheets renamed. Now the MS Excel file includes three data sheets: parliamentary_allparties, parliamentary_ inparliament, and presidential. Old data sheet names were: MNE_Parliamentary_e_allparties, MNE_Parliamentary_e_partinparl and MNE_Presidential elections.

Otherwise, no major changes in the data concerning elections.

Codebooks for Dataset 1 and Dataset 2

Updated to reflect changes in the re-branding of the MNEE project and to provide new contact information due to the change of web site domain (previously hosted at “mnee.me”). Included are some minor text updates, otherwise, no major changes.

List of Abbreviations

Updated to reflect new data entries from Dataset 3 and Dataset 4.

6 May 2021 – Dataset version 1.0

Dataset 1 and Dataset 2:

  • Abbreviation for the People’s Party (Narodna stranka) was changed from “NS” to the old label “NSCG” used by the Republic Electoral Commission in its official reports. This was done to avoid confusion with the coalition People’s Unity (Narodna sloga, now referred to in the datasets as “NS”) and People’s Unity – Novak Kilibarda (Narodna sloga – Dr Novak Kilibarda, now referred to as “NSNK).
  • Abbreviation for the Liberal Party of Montenegro (Liberalna partija Crne Gore, not to be confused with Liberal Alliance of Montenegro) changed from “LP” to “LPCG” and corrected in case of coalitions.

Dataset 2:

  • Corrected a typing error in Presidential_1997_R1_Pobjeda data sheet: instead of 1007 votes for Djukanovic in the municipality of Rožaje, it is now correctly displaying 10007.

Electoral Maps booklet:

  • added a missing page number at page 21.
